RECS National GO Day – Norway
RECS is delighted to be hosting the RECS GO Day – Norway on 18 November 2025 at Sentralen in Oslo, Norway, with the support of several EAC market-leading companies. Norway is often regarded as being at the centre of European debates over the role and effectiveness of guarantees of origin (GOs).   Within the country, different industries and political stakeholders are frequently portrayed as either reinforcing or challenging the Norwegian GO system and market.   But is this perceived tension overstated?   Norway’s recent ratification of the EU’s second Renewable Energy Directive solidifies the country’s commitment to GOs. Renewable energy certificates were not a major source of contention in the run-up to Norway’s national elections. So, there are signs that the system may be more resilient and more broadly accepted than some narratives suggest  This backdrop makes Norway the ideal setting for an open and forward-looking discussion on the future of GOs in Europe. The RECS National GO Day – Norway will provide a unique opportunity to hear from experts, engage with leading market players, and explore how the country’s experience can help shape the direction of renewable energy markets across Europe.

In this session, delegates will receive the latest insights into Norway’s approach to two key pillars of GO systems and markets: participation in the Association of Issuing Bodies (AIB) and implementation of EU legislation related to GOs. Expert speakers will review recent domestic developments and offer perspectives on what will come next.

The future of GO systems and markets is being shaped by the EU’s omnibus reforms to sustainability legislation, as well as ongoing reviews of multiple international EAC standards. In this session, expert speakers will bring delegates up to speed on all the latest developments and explore how Norway could take a leading role in the debate over the use of market-based or location-based tools for measuring Scope 2 emissions.

Delegates will hear views on whether Norwegian GOs will continue to offer a ‘benchmark’ price and whether Norway will continue to be an important source of liquidity. As in all sessions, delegates will have ample opportunity to ask their questions and voice their own thoughts.

While Norway’s role as a GO exporter often takes the spotlight, the domestic market for Norwegian GOs is also important. In this closing session, speakers will present a positive vision of how demand for GOs is growing among Norwegian consumers and consider how this demand can be boosted further. Could policies adopted elsewhere in Europe such as full consumption disclosure and strict annual matching or monthly disclosure periods be game changers? Norway has long led the way in maximising renewable energy use; now is the time to unlock the full potential of GOs at home as well.

The OMC (Open Markets Committee) is an in-person meeting for both RECS Members and members of the Association of Issuing Bodies. It provides both member groups with the opportunity to meet and discuss developments in and interactions between European Guarantee of Origin (GO) systems and markets. This year’s OMC will be held in Dessau, Germany, on Wednesday, 21 May 2025, at The UBA | Umweltbundesamt.
