lock Review of EU rules on Green Hydrogen_FINAL [PROTECTED]

After much debate and a lengthy wait, the European Commission has finally adopted two delegated acts for renewable fuels of non-biological origin (RFNBOs). These acts provide rules for ‘green’ or ‘renewable’ hydrogen and its derivatives and are hugely influential in shaping the trajectory of the nascent global green hydrogen sector. In essence, these regulations provide a further greenlight to the use of Energy Attribute Certificates (EACs) (such as GOs and RECs) as robust mechanisms to support credible renewable energy claims. However, RECS still has two outstanding concerns that may complicate implementation of the RFNBO rules: 1.    potential double counting of energy attributes when RFNBOs are produced in grids with at least 90% renewable electricity generation; and 2.    ambiguity created by the lack of definition of Power Purchase Agreements (PPAs) throughout the RNBO acts.

RECS Consultation response – FiT CfD GOs

RECS maintains a REGO market stakeholder group, which has supported the development of this response to BEIS’ consultation on the removal of scheme cost exemptions for green imported electricity and the recognition of EU Guarantees of Origin. This response builds upon evidence RECS already providedto BEIS officials.

The European Commission's proposals for amending the Renewable Energy Directive to make it ‘Fit for 55’ include important changes related to Guarantees of Origin. While RECS International supports the retention of these new provisions, it is also calling on European legislators to include a further provision, which would significantly boost renewable energy markets by implementing full consumption disclosure in all European single market countries.

“Guarantees of origin in the Fit for 55 package, accelerating the energy transition by growing consumer demand for renewable energy”. Following the European Commission’s proposal for an updated Renewable Energy Directive (RED-3), the briefing advocates several amendments to the current Directive (RED2).

This paper introduces the important concepts of disclosure, and reporting, and clarifies the difference between them. It also explores the difference between frequency and granularity, and the benefits of increasing either in EAC markets.

This paper addresses key questions regarding the procurement of renewable energy. Its guidance should provide the market with clarity on how to maximise the reliability and impact of procuring renewables. It contains recommendations made by RECS International that have been reviewed and endorsed by leading renewable energy market participants.

Press release: Norway is placing the consumer-driven market for renewable electricity under threat

In recent days the Norwegian Minister of Petroleum and Energy has questioned the role of a consumer-driven electricity market in Norway based on the EU system of Guarantees of Origin. Seen in light of official signals in a review of energy policies to be discussed in the Norwegian Parliament in June, this raises concerns.The Norwegian authorities are investigating abandoning the consumer-driven system for renewables in favour of a production-based system. RECS International calls on all stakeholders in Norway to protect consumer choice and begin a dialogue over these issues, which affect consumers in Norway and around the EU.

'Making credible renewable electricity usage claims' is a technical deep-dive into corporate transparency and credibility, and shows companies how to accurately describe their use of renewable electricity.It is authored by members of the RE100 Technical Advisory Group, which provides RE100 companies with best practice guidance on the use of renewable power, to help them progress their journeys to being 100% powered by renewable electricity.This briefing has been one year in the making, in consultation with RE100 companies and industry stakeholders. Press Release_The European Court of Justice has ruled against Aland Vindkraft.

The ruling in favour of the Swedish Energy Agency (Energimyndigheten) in the case of Åland Vindkraft AB v. Energimyndigheten was not in line with the earlier opinion of the Advocate General. This outcome allows protectionist national electricity support schemes to continue, thus encouraging producers to go for the highest subsidies instead of the most cost-efficient generation. RECS International is concerned that the cost-efficient generation of renewable energy will be slowed down, making it harder for the much-needed energy transition to take place across Europe. By restricting international competition, this ruling will also keep the cost of support for European renewables high and reduce the competitiveness of European industries. RECS International believes that consumers will ultimately pay the price for this decision in the form of higher taxes, tariffs and fees, when the alternative was to promote cheap renewable power that is generated where it is most efficient to do so.To download the entire text of the press release click on the link below.

The last few years have seen a turbulent time for the renewable energy sector. 2013 figures show that global investment in renewables fell significantly in both 2012 and 2013. Continuing global economic problems and uncertainty over renewable policy frameworks in key countries take a significant share of the blame. In particular, retroactive reductions in incentives in a number of European countries (in the solar sector) have caused investors to be extremely cautious about the stability of financial support mechanisms.....
